MIPS Submission Window is Open!

HARP accounts will replace EIDM for QPP Portal access

The QPP portal is open! 

Eligible clinicians and groups can now submit and attest to 2018 MIPS measures and activities. The portal will close April 2, 2019

Eligible clinicians and groups can review their previous performance, access their MIPS scores, submit data and attest to Improvement Activities through the QPP portal.

In late December 2018, CMS gave many providers, managers and administrators an early holiday gift by replacing the cumbersome EIDM application process with a newer system called HARP.

CMS Streamlines Systems for QPP Data Submission and Access

If you’re participating in the Quality Payment Program (QPP) or are a representative of an Alternative Payment Model (APM) that reports data to the Centers for Medicare and Medicaid Services (CMS) through the QPP website (such as a Medicare Shared Savings Program Accountable Care Organization (ACO)), you can sign in to the QPP website to view, submit and manage your data. As of December 19, 2018, CMS has updated and streamlined their systems to better serve you.

What is Changing?

CMS is transitioning the system used to create identity management accounts and request access to the QPP website from the Enterprise Identity Data Management System (EIDM) to the HCQIS Access Roles and Profile System (HARP), and all users will manage access to the organizations they represent for reporting quality data and viewing their MIPS feedback directly through the QPP website.

This transition does not impact your ability to access legacy program reports, such as the Quality and Resource Use Reports (QRURs) or Physician Quality Reporting System (PQRS) Feedback Reports, that are available on the CMS Enterprise Portal.

What Do Users Need to Do?

If you already have an EIDM account with a role for QPP, you’ll automatically be transitioned to HARP. You don’t need to take any additional action. You’ll use your existing EIDM user ID and password to sign in to the QPP website, and you’ll have access to the same organization(s).

Moving forward, you’ll manage your user ID, password and access to organizations through the QPP website, instead of EIDM. If you need to manage your password, you can do so through HARP, by clicking on a link on the QPP sign in page. You can also request authorization to connect to different organizations by signing in to the QPP website. If you don’t have an EIDM account that lets you sign in to the QPP website, you’ll need to register for a HARP account. For a step-by-step guide to signing up for a HARP account, refer to the Register for a HARP Account guide in the QPP Access User Guide (zip). 

If you currently have a Security Official role for your organization(s), you’ll now approve requests by signing in to the QPP website, instead of through the CMS Enterprise Portal. This will allow security officials to manage all QPP activities through one, easy-to-use portal. Like staff users, Security Officials can use their existing EIDM user ID and password to sign in to the QPP website—you don’t need to create a new account. CMS, along with the rest of the Department of Health and Human Services (HHS), is not impacted by the partial government shutdown, and all QPP programs are operating on normal timelines.
